The Natural Resources and Environment Board (NREB) of Sarawak is seeking a qualified Subject Matter Expert (SME) to assist in the implementation of the Reduction of Greenhouse Gases Ordinance 2023 as part of Sarawak’s ongoing efforts to mitigate climate change and enhance environmental sustainability. This role offers a unique opportunity to contribute to the state’s vision of a green and sustainable future.
1. POSITION:
SUBJECT MATTER EXPERT (SME) FOR ENVIRONMENT (REDUCTION OF GREENHOUSE GASES EMISSION) ORDINANCE, 2023
2. KEY RESPONSIBILITIES:
a. Oversee the execution of GHG reduction strategies for industries and assist in drafting guidelines under the GHG Ordinance.
b. Ensure the quality and accuracy of emissions data, and ensure compliance with international GHG reporting standards such as ISO 14064-1 and GHG Protocol.
c. Identify and mitigate risks in GHG emissions reporting and recommend improvements to reporting processes.
d. Evaluate the impact of proposed GHG reduction measures and establish frameworks to assess their effectiveness.
e. Provide technical expertise for implementing GHG reduction initiatives, especially in the Oil & Gas and Energy sectors.
f. Conduct training sessions for NREB staff and stakeholders on GHG reduction practices and guidelines.
g. Advise on strategies to engage key stakeholders, including government agencies, private sector, and civil society, to drive GHG reduction initiatives.
3. QUALIFICATIONS AND CRITERIA:
a. Education: Degree (BSc, MSc, PhD) in Environmental Science, Engineering (Chemical, Environmental, Process, Mechanical), or a related field.
b. Experience: At least 10 years of experience in the Oil & Gas, Petrochemical, or Energy industry, with at least 5 years in environmental or sustainability advisory roles. Experience in GHG management and GHG data assurance/audit is essential.
c. Skills and Expertise: Strong understanding of GHG emission sources, carbon management practices, GHG accounting, and international GHG standards such as ISO 14064-1. Proven ability to develop and implement GHG reporting standards.
d. Professional competencies: Excellent analytical, communication, and presentation skills.
4. REMUNERATION:
Remuneration will be commensurate with experience and qualifications.

The Natural Resources and Environment Board (NREB), Sarawak was established on 1st February 1994 pursuant to Section 3(1) of the Natural Resources and Environment Ordinance, 1993 (Cap. 84 – Laws of Sarawak).
The NREB is tasked with the responsibility of protecting and managing the environment and the conservation of the natural resources of the State based on the principles of sustainable development.
